The key role of a Project Manager in Recruitment Process Outsourcing
Louis Chen
I am a Recruitment Process Outsourcing (RPO) Project Manager responsible for overseeing and delivering recruitment services for client accounts, making sure that recruitment processes are executed smoothly and effectively. As the primary liaison between the client and the RPO team, I ensure client satisfaction while managing resources, timelines, and budgets.
- What is your current job description?
My key role is to see that the recruitment goals are met on time within scope, and aligned with the client’s talent strategy. I also act as a People Manager for RPO to assist the organization maximize the performance and growth of the onsite members.
RPO is a business model in which a company outsources all or part of its recruitment processes to an external service provider. The RPO provider acts as an extension of the company’s human resources or talent acquisition team, managing the entire recruitment cycle from sourcing and screening to onboarding. The goal is to optimize talent acquisition by improving quality of hire, reducing time-to-fill, enhancing the candidate experience, and lowering recruitment costs. RPO solutions are scalable and can be tailored to meet specific business needs, such as high-volume hiring, specialized recruitment, or global talent acquisition strategies.
- When did you join en world and what motivated you?
I joined en world on July 17, 2017, so this is already my 7th year with this organization. At the very beginning, I was asked by two of my closest friends who founded enPower along with en world Japan. I always had my respect for en world Japan, one of the most prestigious talent solutions companies in Japan.
However, the decision was not easy as I was working in internal Talent Acquisition (TA). Eventually I accepted the offer because I wanted the challenge of experiencing multiple industries, learning recruitment strategies, and building relationships with more clients.
- As a Project Manager of RPO, what are practices that are important to you?
My key priorities are client management, team leadership, and business alignment. In client management, building trust through transparent communication, tailoring recruitment solutions to our clients’ needs, and engaging with them on a regular basis is essential for client satisfaction.
To achieve this, team leadership must be exercised by empowering the team through delegation of tasks, providing opportunities for growth and fostering collaboration to achieve common goals. And business alignment must be achieved by reflecting en world’s values in the work that we do and by focusing on continuous improvement to ensure alignment with long-term goals.
- Could you share how you innovate at work?
There are a few ways that I innovate at work. I leverage technology by using AI, automation, and data-driven insights to optimize recruitment processes.
Another is to focus on client-centric solutions by customizing recruitment strategies and providing value-added services like onboarding support and employer branding. It’s also important to experiment and collaborate by encouraging experimentation with new ideas, embracing agile methodologies, and fostering internal and external collaboration for fresh perspectives.
- What do you enjoy most in RPO (enPower) and what differentiates enPower from other RPO services?
What I enjoy most is working closely with other members and growing together. We all share the same vision of delivering a great customer experience to our clients and becoming a long-term strategic recruitment partner.
enPower (RPO) at EWJ stands out by offering highly customized recruitment solutions with a focus on the IT, Consulting, and Life Sciences industries, combining local expertise in Japan with the best global practices, and providing a consultative approach that aligns with each client’s unique needs. enPower emphasizes customer-first culture, data-driven processes, and a strong candidate experience to deliver high-quality placements efficiently. We also offer end-to-end services that include workforce planning and employer branding, forming strategic partnerships with clients for long-term success.
- Tell us about the most rewarding experience you had, challenges you want to take on, and your future prospects at en world.
The most rewarding experience I had was my growth path from being an onsite recruiter to being appointed as the head of delivery. It was an amazing journey where I had the opportunity to serve the needs of clients onsite for over a year, then promoted into a managerial role and gradually take on more responsibilities within the same organization.
In the near future, I would like to be more strategic in refining our vision as an organization to ensure the longevity of our business. At the same time, I plan to create connectiveness by engaging in different initiatives as our team members are often scattered at different client sites and it is very challenging to get everyone together in one place.
- Are there any challenges you would like to take on in RPO business in the future?
In a nutshell, I would like to transform our RPO business from outsourcing model to consulting model where we contribute and get more involved with our client partners, not only to hire great talent but also to engage in various tasks including talent branding and management, as well as diversity, inclusion and ESG initiatives.
- What would you like to say to those who are interested in working at enPower?
RPO renders an opportunity for partnering with diversified client portfolio. Let us experience and grow together.
